As of early 2025, here’s where the community stands:

The most comprehensive attempt is a community project called “The Complete XBLA DLC Project” (hosted on archive.org as of 2023). It claims over 1,200 unique DLC files across 400 titles. However, it admits missing:

• All Japanese region exclusive XBLA DLC
• 12 pre-order skins for Battlefield 1943
• 3 music packs for Lumines Live! (licensing hell)

If you have a hard drive from 2010 sitting in a closet, check for these. They are the Ark of the Covenant of XBLA DLC: All Japanese region exclusive XBLA DLC 12 pre-order

• The Marble Blast Ultra "Platinum" DLC: Added 25 new levels. The game was delisted in 2011. The DLC was delisted earlier. Less than 500 people own this. It is the rarest official Xbox 360 content in existence.
• The Yaris "Concept Art" Pack: Yes, the free Toyota-sponsored racing game had paid DLC concept art. It lasted six weeks before being pulled.
• The A Kingdom for Keflings "Giantbomb" Avatar Helmet: A promotional item tied to a dead RSS feed. If you didn't grab it during that one weekend in 2009, the license server will reject you forever.

Part 6: Legal & Ethical Considerations – Preservation vs. Piracy

No article about an XBLA DLC archive is complete without addressing the elephant in the room: Is this legal?

Under the U.S. Digital Millennium Copyright Act (DMCA), circumventing DRM—even for preservation—is prohibited. However, the Library of Congress has granted exemptions for “preserving video games in obsolete formats” (most recently renewed in 2021). The argument:

• Xbox 360 Marketplace is effectively dead.
• No commercial avenue to purchase this DLC exists.
• Preserving DLC enables historical research, modding, and offline use.

Most archivists follow an ethical code:

1. Only archive what is delisted and unattainable.
